Institutional Procel LabelThere was a boom in the compact fluorescent lamps market starting in 2001, with the power outage in Brazil. As a result, Brazil started to receive dozens of low quality brands harmful to consumers.

To regulate this market, the National Institute of Metrology, Standardization and Industrial Quality (Inmetro) - www.inmetro.gov.br - and the National Electricity Conservation Program (Procel) - www.eletrobras.gov.br/procel - enacted ordinances standardizing the specifications.
